It has been written, reviewed, and approved. It may even have been circulated internally.
But in practice, it is not followed.
This is not because people are careless. It is because policy, on its own, does not change behaviour.
AI tools are fast, accessible, and embedded in daily workflows. When a tool is useful, people use it — often before thinking about policy.
This creates a gap between what is written and what actually happens.

They understand confidentiality, data handling, and professional obligations. The issue is not a lack of knowledge.

AI usage should be no different.

- Recording what happens
Without this, policy remains theoretical.

Enforcement is not just about control. It is also about evidence.
Advisors, insurers, and regulators do not ask what your policy says. They ask what actually happened.
Can you show:
- How AI was used
- What was allowed or blocked
- Whether policy was followed in practice
If not, compliance is difficult to demonstrate.
This is the shift:
Policy defines intent. Enforcement creates behaviour. Evidence proves it.
What this means in practice
Organisations do not need more documentation.
They need a way to make policy real.
That means moving from:
- Guidance → to control
- Trust → to verification
- Statements → to evidence
